Definition

The part code indicates the level of government that publishes the document. It consists of one numeric code, or a blank character. The part code is normally only left blank when the 'country' code is ZZ for International Organizations. (See the document on CODOC Country Codes.)

There is a separate part codes list for the United Nations.

1 Federal or central government
(do not follow with a provincial/state code)
2 Provincial or State government
(must be followed by a provincial/state code)
  • for Canada, also includes pre-Confederation
  • for Canada and the United States also includes Universities
3 Counties and Regional Government
(see municipal coding scheme)
(must be followed by a provincial/state code)
4 Towns and Cities
(see municipal coding scheme)
(must be followed by a provincial/state code)
5 Universities
(except for Canada and the U.S.)
(do not follow with a provincial/state code)
6 Societies, associations, national institutions, councils, political parties, and bodies comprised of two or more levels of government from one country
(do not follow with a provincial/state code)
7 Commercial firms
(do not follow with a provincial/state code)
8 Commonwealth Organizations
(do not follow with a provincial/state code)
  • applies to the United Kingdom only
9 Colonies and protectorates
  • applies to the United Kingdom only (when a colony, protectorate or territory achieves its independence a country code should be assigned for its new status)
