CODOC XYZ Scheme for Canadian Government Publications

Canadian Federal Parliamentary Publications

Incorporated into CODOC is a scheme for handling Canadian government publications. This was developed based on the Canadian government publications Outline of Classification. The third edition of this was published by the Queen's Printer in 1970. The publications are divided as follows:

CA1 X House of Commons publications
CA1 XY Joint House of Commons and Senate publications
CA1 Y Senate publications
CA1 YX Statutes
CA1 Z Royal Commissions and miscellaneous parliamentary publications

Most parliamentary papers are coded as serials.

Some of the title cutter numbers used here at Queen's do not follow the table in the CODOC manual. This is because Queen's had a very large number of volumes labelled with a slightly different title cutter number at the time we began to use CODOC.

Parliamentary Committees

Standing Committees
These are set up for an indefinite period of time, and are coded as serials.

Special and Select Committees
These committees are set up to study a specific issue. They hold hearings, receive briefs, issue a report, and then disband. Normally, their publications are monographs. However, as a committee of this nature may exist for several years, and through several sessions, or even several parliaments, all of the publications of a committee are gathered together. They are done as a multi-volume monograph, and coded with the original appointment date in the year field.

Three criteria were used to establish whether or note a specific committee should be considered one continuing committee:

  1. Terms of reference were examined;
  2. Membership was examined to determine whether or not it remained substantially the same;
  3. Text was scanned, especially thhe first and last pages.

When the same issue was studied by several separate committees, each committee is coded separately.

Royal Commissions
Until 1975, the title cutter for Royal Commissions was based on the order in which commissions were appointed within a calendar year. For example, the first would be cuttered A, the second B, and so on. After June 1975, Royal Commissions have been given a cutter number based ont he first significant word in the title.
